Big Horn County's present plan is the 1977 "Big Horn County Comprehensive Plan". The 1977 plan is a useful reference point as we work to replace it with an updated plan.
In 2004, County Planner Jim Waller prepared a study of development patterns in Big Horn County and documented how the County could use a geographic information system to improve its local planning. That report is available here:
In early 2007, Big Horn County hired a team of county planning consultants to review the 1977 plan and other aspects of the county's present-day planning efforts. The consultants produced a report called the "Big Horn County Strategic Plan". The strategic plan recommended a number of steps the county could take to address its planning and development problems. Among these was a recommendation to develop a new county land use plan.
In the summer of 2007, the Big Horn County Planning and Zoning Commission sent a survey to every county landowner to get their views and opinions on a variety of planning and development issues. The results of that survey can be found in the report below.
In response to a request from Big Horn County, the planning consultants prepared a proposed plan of work and budget for preparing a new land use plan. The proposal was reviewed and recommended by the Planning and Zoning Commission. Subsequently, in November 2007 the Board of County Commissioners approved the proposal and contracted with the consultants to prepare the plan. The approved proposal is available here:
In late 2007, Big Horn County participated in the "Community Assessment" process where outside community development experts meet with local citizens to assess and document prevailing local views on the county's challenges and opportunities. The final report is available here:
